ContributorNetwork - Former U.S. Rep. Mel Hancock of Missouri has died. The Springfield News-Leader reports he lived in Springfield, Mo., and was 82 years old when he died in his sleep Monday. The most famous thing he is noted for was passage of the so-called "Hancock Amendment" that limits the amount of taxation Missouri can take from its citizens without a vote of the people.
